Regional Director for Transportation Activities in Asia
Philippe, Regional Business Line Director Asia, holds a Master’s degree from the École Spéciale des Travaux Publics (ESTP) in Paris. He has more than 25 years of experience in rail systems, working for major rail systems contractors across five continents. He has extensive worldwide experience in the Public-Private Partnership (PPP) environment.
He has built his career on a range of global projects, primarily in rail systems, trackwork, and civil engineering. He began in France in the late ’90s with the trackwork contractor Travaux du Sud-Ouest (TSO) on high-speed rail projects: the renewal of the high-speed line between Paris and Lyon and, from 1999, the construction of the TGV Méditerranée line between the cities of Orange, Marseille, and Nîmes.
In 2001, he joined the Alstom Transportation group as a Track Construction Lead Engineer to work on the delivery of the Metro Circle Line in Singapore. In 2005, he was in charge as Construction Manager for the delivery of the Metro Orange Line and the Blue Line extension in Taipei, Taiwan.
In 2007, Philippe joined the Bombardier group to lead Interface Management for the $2.25B Gautrain PPP rail project in Johannesburg, South Africa.
In 2010, following the project’s partial advanced completion and opening for the Football World Cup in South Africa, he moved to the United States for a couple of years. There, he served as the Interface and Integration Director for the DesertXpress High-Speed Rail project (between Las Vegas and California).
He was also a full member of the Rail Safety Advisory Committee (RSAC), led by the Federal Rail Authority (FRA), which aimed to develop new railway standards for high-speed rail in North America.
In 2013, Philippe became the System Integration and Engineering Director for the APAC region, based first in Australia and then in Bangkok from 2016. In this role with Bombardier, he held global responsibility for System Integration, wayside systems engineering, and served as the PPP Technical Leader.
